These challenging economic times have forced some difficult budget decisions over the past couple of years. This latest 67 billion dollar bitter pill does not look like the sort of medicine we can afford to take. Congress is proposing a premium tax that may cause far more damage than good to health care providers and those small businesses that provide coverage for their employees.
